Question GTX 1080 ti Stuttering hard in every games

Hi,

I just built my new pc and it is stuttering in every single games every 10sec. I tried every solutions i found in internet and it´s not working. This is making me crazy
I tested in diablo 3 with max video settings, and with the lowest one and the problem still continues.
This issue is showing up even in WC3....

Intel i9 9900K
Z390 Aorus Master
2 x 8GB DDR4 Corsair Vengeance Pro 3200Mhz
H115i Platinum
Samsung 970 Pro m2
GTX 1080ti Aorus 11GB
Corsair HX1200i
Dell U3417W

Have you tried to DDU your drivers?

Yes i did DDU my drivers and reinstalled windows, and installed older versions and newest one and still the same issue...
