GTX 1080 underperforming 10-20% usage

my msi armor gtx 1080 is under performing, im getting 10-20% gpu usage in games, for example in playerunknowns battlegrounds i started getting 5-20 fps when i was getting 80-90. my specs are
evga 600w 80 + psu
i7 6700
16gb 2133Mhz DDR4 ram
Toshiba p300 3tb hdd
120gb sandisk ssd
i have tried reinstalling drivers. i have set prefer maximum performance in nvidia control panel. does anyone have any ideas? Thank you

I'm assuming you're on Windows 10, try going into settings, power & sleep, additional power settings.
Then click "show addition plans" if "high performance" doesnt show up and select it.

This locks your processor at max frequency, try going into a game after this and testing it out.

Also, game mode on windows 10 has been known to actually harm performance, so if you have it on, try turning it on but also if it isnt on, try turning it on and seeing if theres an improvement, as it doesnt always harm performance.


monitor cpu temps

sudden performance loss can be thermal throttling
 


at idle the temps are irrelevant


monitor them while under full load


also if they are that low, and you have a MSI motherboard make sure the slow button is not activated

your cpu could be stuck at low speeds
 
Ive had this prob in h1z1, reset windows and make a clean install. That worked for me, it took 30mins or so.
You could try ADWcleaner first to see if its just some infections to ur system.

Solution
Is it only on PUBG? Try running a benchmark like firestrike and see how it performs. Try some other optimized games and see how it performs. I went through days of troubleshooting that game only hitting my card at a max of 50%. The long story short of it is that game has crap optimization and it's something you have to deal with in Early Access. If the benchmarks and optimized games run fine, there's nothing you can do until they update the game.
