GTX 1080 Underperforming

I have problem that is really confusing the hell out of me. I'm not sure if my card has a defect or if my motherboard is to blame, but for some reason I can't seem to get my MSI GTX 1080 running properly. I had the same problem when I first had it and then I did... something and it was fine. Since swapping my hardware out of my old tower deck, and removing the card, and putting it all into my new one, the problem has returned. I'm using an i7 4790K, so there's no bottleneck. I've tested both The Witcher 3 in Novigrad and GTA V and the frame rates aren't what they should be. Everything is on ultra on The Witcher 3 but Hairworks is off. But for some reason I'm getting drops into the 40s and 50s. The same thing happens in GTA V as well. I've watched videos of people using the same sort of hardware and are getting much better results. Their frames never fall below 60 and are usually around 70-100+. Hell, even someone testing it with an i5 4690K was getting better results.

I've tried adjusting settings in the Nvidia Control Panel, I've completely uninstalled the drivers using DDU, I've tried taking out the card and putting it back in, unplugging and plugging in different PCI-e connectors, I've tried putting the card in a different PCI-e slot... nothing. No difference. 🙁
 
It was probably a fluke, but I remember swapping my GTX 970 back in, installed the drivers for that, took it out, and then put my 1080 back in using its drivers. I can't see why or how that would sort it out though.

Should note that I've also tried turning SpeedStep off in the BIOS and I've updated the BIOS' firmware. Still no improvement. :-\
