Question gtx 1080 very low performance

trying to figure out why my build is so laggy. not usuable at all. here is a benchmark I ran:

Did you run this test with anything else open? Is this a fresh install of windows?

I would run a malware scan test and then double check CPU temps are ok. Then make sure idle resource usage is normal.

Just ran Malwarebytes, came back clean. CPU temps are between 89-95.
I only had battle.net app running in the background, which is low cpu usage.
this is not a fresh install of windows but recent. I cant figure it out.

Thats an issue. Try to reseat your CPU heatsync and repaste the cpu.

ok I have reseated and reapplied thermal paste.
my cpu temps are still the same. lag seems to be a bit better.
I ran the benchmark again and changed resolution to 1080p:

A lot better, but the CPU still seems to be throttling.
It's still running hot and not at its full turbo speed, hurting performance.

You want temps to be well under 80-85c ideally.
What cooler are you using?

Does it use push pins? (the plastic things you have to turn to install the cooler)

they can wear out and cause throttling.

What clock speed does your CPU run at in the benchmark?
Use HWmonitor to see this.

Thats not right, and i suspect throttling because of cooling causing this.

my cpu temps seem to be increasing and are now 95-100celsius. ill look into clearing cmos now.

Hm I cant seem to find the battery to reset the cmos. i7 6700k

On second look the benchmark shows low performace on CPU and RAM. Any ideas?

Ram is due to the CMOS clear. The rated 3000mhz ram is actually running at 2133 now since clearing CMOS disabled XMP.
Turn XMP on in bios to get the ram fixed.

The CPU is underperforming due to thermal throttling still. How much of what thermal paste did you use?

Is there a lot of dust buildup in the heatsink fins? Clear any out that's in it. Is the fan on the heatsink spinning? Did you put on around or smaller than a pea-size amount of thermal paste?

I don't see much dust. the fan is spinning. I put on about a pea sized amount of thermal paste.

last night I tried turning on XMP and immediately had boot failure. Today I turn on PC and return all BIOS settings to default. The temps were then 50-60 Celsius. I then run a benchmark: https://www.userbenchmark.com/UserRun/18467800 and had better results.
CPU temps during benchmark were 80-100 Celsius, and now remain at 90-100 Celsius. The cpu in benchmark was 17th percentile
