I have successfully been booting and running my computer without the GPU installed. I installed the drivers for it.

However, when booted with the GPU installed, I see nothing on the monitor (aside from "no signal").

I have ensured in BIOS that the PCI-E is enabled.

This is the build I used: https://pcpartpicker.com/guide/vHD48d/great-intel-gaming-build

MSI (the manufacturer) recommended I use a 650W power supply, but the build says the 550W I have is sufficient.

Faulty cables? The GPU lights up and the fans run... I have tried other ports on the motherboard to seat the GPU...

It's been a great learning experience, but I do want to figure out how to make it work. Any advice would be greatly appreciated. Thank you!

Hmm, will check when I get home, but I will definitely post. Should be noted that I have had no problems with either of my monitors at all in the past. One uses HDMI, one uses VGA.
