gtx 1080 windforce fans not spinning

my gtx 1080 windforce 1080 (http://) fans aren't spinning.
any reason as to why, like do they only spin when under load?

Most modern GPUs will not turn on the fans until core temp hits 60c or so, on the stock fan profile.

Yes - spin up under load. However, I can hear the click when they fire up and it bugs me so I disable it in the control software.

By using programs e.g. MSI Afterburner, you can define your own fan curve/profile.
