GTX 1080ti Massive FPS Drops

Hey guys I just bought a new GTX1080 ti and for some inexplicable reason every game i run has an fps of 5-40 which fluctuates constantly. I feel like ive tried everything i can think of to remedy this and nothing seems to be working.

Specs:
GTX1080ti
I5 4670K
32G Ram
PSU: 1000W
Z87-A Motherboard

Edit:
Ive done a clean install of drivers from safemode. Benchmark is saying that average temp is 90 C. Pretty High...

Any help would be greatly appreciated.

Bottle Kneck. That I5 too slow for the goody 1080 TI. Just watch in task manager, if your CPU or at least one CPU core gets up to 100%, your GPU is too fast for the CPU. This would call for an upgrade on the CPU. My I7 5820K sometimes bottle knecks on my SLI 980 TI setup. Rarely though. I usually have to overclock from the stock 3.0 to about 4.0+Ghz.
 
First are monitoring GPU and CPU usage while playing games? What games are you playing? There's a couple things that could be happening, cpu bottleneck as mentioned above and throttling of your GPU. You are likely reaching those temps during benchmark due to limited airflow in your case, either add fans or increase rpms. Need more info....

The games ive tried are Monster Hunter World, Warframe, League of Legends, and Red Faction Guerrilla.

All games aside from League are running at an average 10-40 fps with constant fluctuations. I have been monitoring my cpu and it is averaging at only 20-30% usage.

I do not have software to monitor my gpu. Im running windows 7.

I have a NZXT Phantom PHAN-001WT Full Tower. I cant get the 2 lower fans on the side to run...no clue where to plug them in. But the 2 fans on top, cpu fan, and back fan are running.

Let me know if there is more info i need to provide.

Edit: Just tried rainbow 6 siege with no luck. Game running at 15 fps.
