GTX 1080ti not downclocking while idle?

I had a problem with my gpu temps at idle and did some research and found it may be that my gpu is not downclocking. I see that the gpu clock at idle is 1480mhz. at idle, the clock speed is usually around 400mhz if i recall how it was before this problem started happening. Now a number of solutions online pointed towards tuning settings in Nvidia Control Panel such as turning the Power Management setting to Adaptive (I've done that), Switching to Multi Display performance (I've done that), Switching from 144hz refresh rate to 85. then to 60, then to 120 and none of them worked. Is there any other way to downclock my gpu? I know idle temps don't mean much, but literally 8 hours ago my gpu would downclock no problem and everything was perfect. I honestly don't like seeing idle temps match my load temps (although my load temperatures are still the same as it had been before this problem occured... I just want to see my gpu idle at 29c again 🙁 )

Solved!!!!!!. I randomly decided to check if geforce experience overlay was up (the one that lets you record gameplay and such) and it was. I turned it off, and saw my gpu clock immediately go down to 139mhz and my temperature go down to 32c!!!

Okay, my EVGA 1080ti FE has been idling at ~51c. Just earlier today, I would idle around ~31c at around 1100rpm (tweaked on EVGA Precision XOC) It would stay around 31-35c depending on watching videos on youtube. I moved my room around, carefully removing my computer from my room and proceeded to completely clean out my room. I also cleaned out my PC using the reverse side of a hand vacuum as a air blower and i plugged it in to see my GPU idling at 51c with around 1500rpm seen on the precision xoc software. Is there any reason for this? It is especially weird considering that just earlier today it would idle at a lower temp with a lower rpm.

Honestly, I am a PC noob and am unsure how to check. According to the Evga software it says that my voltage is at 812. I didn't check the voltage earlier, as there was no problem and don't even pay attention to that, so there is no way to compare 🙁

I use this for monitoring temps, speeds, etc.

Gpu temps can rise with monitor activity and number of monitors being powered. Power consumption (Watts) can raise temps.
The voltage doesnt necessarily need to rise for heat to build.

I wonder, if when you blew it out, if big wad of dust may somehow have worked its way into the cards cooler. Make sure there are no obstructions and air is able to flow through the heat sink. I cant see how the cooler could have come lose, but check that it is firmly attached. Only reasons I could see why it would suddenly start running hot if nothing else changed. Did you put your pc back in the same location as before? Maybe it is closer to the wall to the point where the case can't get enough airflow? I dunno...

Okay so I may have found the solution. My graphics card is not downclocking while idle. It stays at 1480mhz while idle, but I have no idea how to downclock. I checked adaptive under Nvidia Control Panel's Power Management Mode. I checked multi display performance and I also checked to see if any single application open was using 3D rendering, and still my gpu wont downclock. So is there anyway to downclock the gpu?
