My build is:
i7 8700k (currently @ 3.7 ghz)
gtx 1080ti strix
CORSAIR Vengeance RGB 16GB DDR4 3000MHz
ASRock Z370 Gaming K6
Western Digital 120GB Green SSD
WD Blue 1TB 7200 RPM
EVGA SuperNOVA G1 650W

So, it seems that my pc is underperforming compared to the reviews on youtube
and to be honest i thought it might be good to OC my components but, is it safe to go up to 4.9 ghz for cpu + OC for the graphics card with the 650w psu??

Solution
Seems like a decent psu, don't see a reason why you couldn't overclock.

He said "G1", not "G2". Quite a difference.

EVGA SuperNOVA G1 650W

Your PC isn't under performing because of the PSU.

But do keep in mind that that PSU is known for having poor transient response, and 1080 Ti cards create quite the impressive transient spikes, so if you do overclock, might want to keep your eye on the PSU restarting/shutting down.

I know what he said, and know there's a difference between those psu's in quality.

Also saw this,
EVGA 650 G1+ Transient Response Tests
since the +12V didn't seem to be affected did i think that it would be fine. But the others are out of atx spec so if this happened would that (probably) mean a shutdown, didn't get through to me the first time i looked. Maybe he has more luck with his example and is it more stable.

i think he knows that his system isn't underperforming because of the psu,but because his gpu/cpu run stock. Maybe he could tell what the performance difference is and see if it really will help to overclock or that something else is his problem.
maybe he hasn't enabled XMP yet or maybe the little ssd (120gb is filled easily and it's not the fastest anyway) and slower hdd are a "bottleneck".

So,,, tbh you scared me when you said that my psu is risky to overclock both the gpu and cpu on it
I solved the underperforming problem which is caused by high temp throttle (The 80 C somehow throttled the 1080ti)
but now am still curious should i sell my power supply and replace it so i can overclock safely or no need (its just not as good as other power supplies but can do the job)
and btw my psu is G1 not G1+

Well both aren't great and what jonnyguru said applies to both. Might well be that you have a better unit than ones that were tested so only way to find out is trying.
Keep an eye on the pc, if weird stuff is happening after trying to overclock might it well be the psu. If the psu shuts down it likely is the psu and would another better quality one be a good choice.
For overclocking would even that 650watt be enough so it isn't the amount that is the problem.

2% deviation is quite a lot compared to other high-end PSUs but that's EVGA G1+.
Aris reviews for G1 \ NEX-G are too old and have somewhat less sophisticated transient response tests in which it performs somewhat better than G1+ but on the other hand, voltage regulation is awful since it's a group regulated PSU. I definitely recommend to replace it with such high-end GPU.
