There is no such thing as "bottlenecking"
If, by that, you mean that upgrading a cpu or graphics card can
somehow lower your performance or FPS.
A better term might be limiting factor.
That is where adding more cpu or gpu becomes increasingly
less effective.

Is game performance not up to your expectations?
GTX1650 and 9100 are typically a well balanced pair.

High cpu usage can be caused by a demanding game.
Or, it can be caused by cpu throttling due to heat.
Or, by running a cpu demanding app concurrently.
