Question GTX 1650 Micro-Stuttering

Hi, two days ago my gtx 1650 started micro-stuttering every 1 second. i deleted the drivers and use the windows basic video driver and there is no sign of stutter, same thing on windows safe mode. I think this issue started when i updated to 471.68 and i dont remember my previous driver version. What can be the cause of this issue? maybe the driver?

I also use GTX1650 (driver ver: 466.27)
when I play apex legends, it happens to me. Like 1 sec smooth then 0.5 sec freeze, then another sec smooth and another 0.5 sec freeze.
I don't think other games are affected in my case though. (like Fifa 19, Forza Horizon 4)
In your case, are all games affected?
