Question Gtx 1650 super good for low poly in Blender/Maya?

Tbh, I think this is a big better deal, is far more cheaper than the RTX 2060 bundle, besides I can change the PSU for a CX 650 or for a Be Quiet without spending more money.
It is good for 3D modeling? I am new in that part, and I wanted to try the art style of low poly (Like Megaman Legends), also, the nvidia codec is good for video rendering?
But more important, is enough to play modern games at 60 fps? I dont mine turn off some settings

Btw, I have a 4790, so yeah, I think the bottleneck will not be a problem (a comparasion with the rtx 2060)
