I am planning to replace my GTX 750Ti with a Zotac GeForce GTX 1650 4GB Graphics Card. My current card uses about 60w and 10A, and my PSU rail whatever is 12V - 10A something like that. Can I use a gtx 1650 with my psu or do I need an upgrade???

its 300w I think

Nice. You think. And I think you shouldn't think, but you have to make yourself sure about it instead.
300 W is something like on the edge. But I think I'd just try what happens when I get the GPU and put it in, and if things don't go the right way, I'd just take a lil' stronger PSU - there usually can be found cheap ones with 350-500 Watts.
But it depends on your other components, too. You did not say your full specs, but it'd be good. Like I said, u can just use the PSU calculator where to enter them. It can help with showing the load wattage, recommended wattage, etc.

Generally the load wattage is the most important part there. GTX 1650 by itself takes just 75 W.
