Question GTX 1660 Not DETECTED

Hello everyone, here is my problem, I've built a pc (without a gpu) and everythink works fine. Today I mounted a gtx 1660 (not ti), when I started the pc, the VGA light was on for about 4 sec and then the pc keeped rebooting, I tried clearing the cmos, disabling the integrated gpu and changing prioriy to the pci-e Card.
My psu has 6 pin (3yellow+3 black) for the gpu and 4 pin for the cpu (2yel+1Black) and I'm using an adapter for the gpu cause it requeries 8 pins.
The only thing that I didn't try is updating the bios I have 2018 version bios ( I'm working on updating it now).
yeah, and also I'm using a vga to hdmi adapter for the gpu since the monitor has vga and dvi only.

msi h310 pro vdh
i5 8400
8gb ddr4 ram 2400MHz
gtx 1660

Just to clarify things, I got the card to work perfectly, The problem was that my monitor couldn't support passive signal as I was using an adapter. I got a new monitor and everythinh is working fine, I know that the psu isn't a good a quality but this wasn't the main problem.
