Question gtx 1660

hello guys i bought gtx 1660 the simple one not ti and i have problem i had a decent pc with fx 8320 8 gb ram and gtx 750 ti i wanted to make a little boost on my pc and so i bought this new gpu but for my bad the card is not responding on full performance from 6 gb vram i can use only 2 and memory clock is lower than standar i have 700 wat psu any advise would be gold. i searching 2 days [redacted] to find a solution on this but nothing still searching.......

When posting a thread of troubleshooting nature, it's customary to include your full system's specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

You should include the make and model of the PSU apart from the wattage. How old is your PSU? Did you uninstall your older GPU drivers before removing the GTX750Ti? Reinstalling with the latest off of Nvidia's site?
