I have a Dell Optiplex 9020 bigtower and I was planning to upgrade it by buying a new video card. I was eyeing the ZOTAC GAMING GeForce GTX 1660ti 6gb and smart 700 power supply ? Can it fit?

If that's a standard Tower/cabinet, then any ATX form factor PSU should fit in that cabinet, imo. But which is your exact chassis ? I took this from DELL's website (I assume this is the correct link though).

BTW, you won't be needing a 700Watts PSU for your rig. What do you mean by "smart 700 power supply, btw ?"

Hello, thank you so much for your help , "smart" is a power supply brand , but all my need is which best GPU can I install in that pc , it's standard tower. I'm interested in gtx 1660ti 6gb, but I afraid if it doesn't fit in that pc.

First of all, don't use that PSU. Grab yourself some other high quality min 450/500 Watts unit, from known power supply brands, like Seasonic, Corsair, EVGA, Antec, FSP, Silverstone, and other similar brands. You need to measure the size of your cabinet.

If it lacks enough room inside for the GPU, then you should grab one of the MINI GPU models, as you have already planned to buy one. These might easily fit inside the tower. Some example MINI GPUs:
