Which GTX 1660ti to buy, I am aiming for MSI gaming x, which one is the best?

For the most part, a 1660TI is a 1660TI. They'll all perform with a few % of each other.

I'd opt for the cheapest, dual fan solution available to you.

Again, much the same, within reason.
The specific 1660TI's that are measurably quieter, are quite a bit more money - use non-reference PCBs, have further R&D costs into them etc. They're not worth the money over a "base" card.
I'd avoid the single fan solutions myself (as one fan will have to work harder than two to achieve same results), but if you're limited on space etc.. they're not 'bad'.
