I am thinking on upgrading my GPU to a GTX 260. What games can it play at good settings? I was also wondering is it still a good card considering its age and performance.

It's alright for 1600x900 on many recent titles at 30fps on low/medium settings, I used mine until mid-2013 and had no complaints until I went to 1080p. At this point though I think it would be wiser to get something like a 750Ti for $100 http://www.amazon.com/gp/product/B00KHUE0MC?tag=pcpapi-20&pldnSite=1 if you are really strapped for cash or an R9 380 for $190 http://www.newegg.com/Product/Product.aspx?Item=N82E16814127880&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-PCPartPicker,%20LLC-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID= or GTX 960 for $194 http://www.amazon.com/gp/product/B00SIOF8R0?tag=pcpapi-20&pldnSite=1 if you have a bit bigger budget.Especially since the GTX 260 does not support DX11; so you're kind of behind the power-curve even more in 2015.

I have a amd athlon x2 220 currently how much with they bottleneck?

Single card shouldn't bottleneck you much, but I would recommend going to an i3 or i5 if you can; that processor was on the losing side when it came out vs i5 2500k and i7 920.

Since I don't have a Intel motherboard what one would you recommend for under 150$?

On a tight budget I would recommend this: http://pcpartpicker.com/p/bN9zVn; gives you an i3 4130 (dual core that can simulate quad so it works with games that require quad core); 4GB of RAM (you can upgrade this at a later date if you need more), a GTX 750Ti, and an ASRock H81M-DG4 Micro ATX LGA1150 Motherboard, all for $295. The nice thing about the 1150 is you will be able to upgrade to an i5 or i7 if you want to at a later date like a 4670 or 4770. If you can snag an R9 270 for about the same price as a 750Ti, that would be a good deal and better than the 750Ti. What power supply do you have?

I have a 500W Evga powersupply

If that's the only thing you're interested in playing then 750Ti will be plenty, at low settings it gets over 200FPS http://blog.ibuypower.com/blog/2014/11/17/best-800-streaming-pc-part-2/,

You may want to just get the GPU and see what performance you get with the cpu that you have first, and look at upgrading further if it does not give you the performance you want. I would think that you can hit 60FPS on high with a GTX 750Ti and your current CPU though, but not so much in more demanding games.
