GTX 460 EVGA 1gb is overheating!! HELP!! PLEAE!!

So i just bought a used gtx 460 from kijiji, and its idling at 80 degrees Celsius!! I don't know what to do!

MY SETUP:
Intel i7-3770
EVGA GTX 460
EarthWatts Platinum 450Watt PSU
CASE: HP ENVY h8-1500 Desktop PC series

so i bought a stock hp with the i7 and i changed the psu so i can put in this card and now its overheating.

I changed the thermal paste on my cpu and gpu just now, it did not help... 🙁

Maybe you bought a card with a defective fan, try augmenting the fans speed, with MSI afterburner, make sure the cooling pipes have a good contact, that the fans and all is Dust free

I saw your repport, it seems you already set the fans to 100%, can you do it again but with MSI Afterburner ?? The card should sound like an Airplane taking off, like no joke really really loud!!! if not could be a defective fan not reaching it´s full potential.

Edit2: Looking at the components, it´s seems all okay, the PSU it´s really weak for such a Power Hungry card, but there is more than enough Amperage on the 12v rail ( you would need minimum 24A): http://www.eteknix.com/antec-earthwatts-platinum-450w-non-modular-power-supply-review/
