GTX 560Ti very low fps and 0% gpu usage

Hi there!
I have a problem with my gtx 560ti.
After I reinstalled windows 8.1 my gpu is like dead..
I installed drivers and everything i needed.
The problem is that i can't play games because of fps. For example cs:go - 10-15fps. Before reinstalling windows there was like 180fps.
GPU-Z shows that my gpu load is 0%.
I tried to install older drivers but it's not working.
My pc:
asrock p67 pro 3
i5-2500k
2x4gb patriot 1600mhz ram
msi gtx 560ti twinfrozr II
thermaltake 500W

I don't have integrated graphics card.

Clean the drivers with DDU before reinstalling the latest version.
Check if Windowd is running an energy saving plan.
Don't use Nvidia Experience and check Nvidia Control Panel settings.
