GTX 570, Radeon...

Title says the most, i'm trying to get a good pick here and i'd like some of your views on this.

Which of these would be best for the money (Performance etc...)

GTX 570, HD 6950 or HD 6970.

Edit: Would a Q9550 Quad be able to push these graphics cards to the top? Or should i consider getting a new cpu as well?

Purpose of Video card (i.e. what games?)

The Q9550 will probably handle those video cards if you OverClock it fairly well. Though a newer i5-760, i7 cpu, or a new Sandy Bridge i5 wouldn't hurt. But that would also mean new Motherboard & RAM as well.
