GTX 650 1gb Fan Work Higher Then 25%?

How to get Zotac GTX 650 1gb Fan Work Higher than 25%? Can I OC it? Can someone help me. I tried with MSI Afterburner, it is locked at 25%(even after turning off "Auto".).
Power limit and temp limit are also locked.

Hi, make sure your fan speeds up by looking at them directly or hearing them getting noisier when your gaming or putting them to use.

Stuck fan speed could mean incompatibility with MSI afterburner. It could also mean broken or badly connected fan wire.
