Question GTX 650 Not showing in an OptiPlex 390

I've installed a GTX 650 into an older OptiPlex 390 on the newest possible bios version A14, A14. It does not show up at all in the device manager. I've tried uninstalling and reinstalling windows, the graphics card and tried to install the drivers for it (it does not detect the card either.). I put the card into my newer pc and it turned on and ran just fine. Any Suggestions?

Most likely reason is the PSU in your Optiplex is not powerful enough to drive a GTX 650, especially if your Optiplex only has an iGPU as standard.

What are the specs of the PSU in this PC ?

It’s a EVGA 600W, I replaced the OEM power supply with this one.

I've spent an hour researching your problem and all it's done is make my head hurt, conflicting information etc etc.

I can't help you with this except to say it could be the PCIe slot not providing sufficient wattage (ie less than the usual 70 watts) which is often the case with proprietary motherboards.
