gtx 650 ti problems

hello, i have a problem with my computer that i have already tried to troubleshoot quite a few times.

here are my specs
AMD FX(tm) 4100 (4 cores @ 3.6ghz)
8gb ram
GTX 650 Ti

i have already RMA'd the card which did not solve the issue (to my surprise). i get vey low fps on multiple games along with FPS spikes and mini freezes/screen skipping. I still have my old 8600 gts which i tried that although it doesnt match my 650 in performance, is much more stable and less buggy. what could be the cause of this? (while playing marvel heroes, i found that turning my speakers off reduced the skipping, although this might be anecdotal at best)
 
my CPU temp doesnt exceed 45 celcius while my GPU tends to hover around 35 celcius which seems to be fine. drivers are up to date and i have already tinkered with all combinations possible of affinities while playing diablo 3 which gave no results =/ i really have no idea why this is happening. could this be a CPU bottleneck? malware? physical dysfunction?
