GTX 660 fans not spinning until gpu crashes

As i was playing dota 2 my pc just crashes mid game although i can still hear the game, so i thought this might be a gpu related problem.
also this is when the fans start to work 100% and get noisy.
So i took my system apart and found out that the gpu fan wasn't spinning while idle, i stressed it by playing games and checked the temps and the fans still wont spin.
My temps reach about 80deg celcius just by playing dota 2 on the LOWEST settings
I tried reinstalling the drivers which as of this date was 381. 65. unfortunately whis didn't work.
I've tried spinning the fan manually to check if the fan tachometer is working and it reads the spins i made but when i didn't spin it it goes to 0

Specs
Mobo: Intel DH77EB H77 chipset
CPU: Intel Core i7 - 3770k
GPU: GTX 660 oc Palit subvendor
RAM: 8GB generic (i think it was trancend)
PSU: Thermatake Litepower LT-700AL2NL 700w (I cant find the box and the rated sticker on the psu so I'm not sure if this is rated or not)

I really need to fix this asap cuz my mom doesnt want to lend me money to buy a new gpu

the fan doesn't work but it is wired up the gpus fan header, it only works when the gpu chrashes

and there are no vendors selling spare parts for this card in this country that i know

and im from the philippines so my replies might be late cuz of the time zones
 


the fan curve? yes. the fan speed says its working but the fan techometer records no rpm, i played with the fan to see if the tachometer reads and yeah it reads the spins i made
