GTX 660 SC can't handle BF3 on Metro outside?

I was playing a 24 player Conquest on Operation Metro and whenever I go outside to the Russian base or Flag A, I get fps drops from 60 to 40 and get spikes. Only time I get constant 60 fps is when I'm inside. Now here is where it gets odd. I can run a 64 player on Caspian Border Conquest and get 60 fps constant no matter whats going on, even with tank explosions, no drops. Anyone seem to have the same problem, or can resolve it. I run BF3 at 1920x1080 on low settings when I play Operation Metro and High settings on Caspian Border.

CPU: AMD FX-6300 Six-Core
RAM: 8 GB
PSU: ThermalTake 650W
Motherboard: Gigabyte ga-78lmt

this is pretty normal. you will get fps spikes and drops depending on the map, textures, lighting, and a few other variables. the solution: upgrade your card.
