GTX 660 ti artifacts and not detecting

i got a gtx 660 ti evga 2 gb knowing it was broken and wanted to fix it... it is basically brand new and apparently evga wouldn't accept it because it was against the warranty. the problem is that it artifacts they are green and horizontal but are not always there only with certain colors etc. (pictures dont pic it up) and its not being detected by nvidea drivers or msi afterburner but windows detects it and says it has stopped and found an error (error 43) i do not have integrated graphics and my power supply is good enough. thank you for your time!

Solution
artifacting at stock clocks, could mean bad VRAM, or a bad core, neither of which are very replaceable without a few grand worth of equipment. you could try a hard voltmod to boost the core voltage (that might make it stable again.) but you risk further ruining the card. (also I am unsure of the voltmod technique for that specific card.)
