Gtx 660 Twin III FANs are Spinning on 100%

So, something happened idk what and my GPU fans started to spin like on 100%, opened it cleaned it , even had it taken to IT and they changed the Fans to new one , but both of them are working on 100% load , like something is forcing them to run at full speed, MSI afterburner nothing works to control the fans... what can be the other option? the GPU works great and temps are fine. but they do make a sound when both spinning on 100%...



tried re installing drivers even had a clean windows 10 install thought it could be OS problem, tested on another RIG and same

DIY FTW. Well problem solved.
Well... try this complicated route.
Download SpeedFan,
after installing, close the warnings,let it load, go to configure, advanced tab, select chip it should be geforce named (as for GPU), if it doesnt show PWM mode then i think bios got corrupted or the controller went dead.
If it shows up, select PWM and select manual, and click ok, and go to main window and try to control GPU speed.

p.s tried to scan the with the program but it says i have latest versions and no update is required
 


If you flash, you need to find exact version on Techpowerup with GPU-Z, save your bios with GPU-Z in case of fail flashing, you need second GPU, or onboard graphics to do that otherwise it may be a long road to restore GPU to first state.

Im not an expert, im newbie in flashing NVIDIA gpu's i know with amd somewhat.
Try to ask there or look for it.
 


already flashed the BIOS , on the latest version that is on techpowered for my GPU it sucessfuly updated , but nothing has changed...
 
In conclusion i have removed the old fans and replaced them with 2 x 120 MM cooler master ones and attached them to the Heatsink of the GPU , now it has no sound and the temp is lower then it was befoire
