When I try to make my GPU (GTX 660Ti) output 1080p to my Element 24' TV with a native 1080p I get random screen flickering. 1920x1080 is the only res this happens at, for the past 4 months I've been using a 1680x1050 res and nothing has happened, however I am starting to get tired of it.

Right now I have it connected through a VGA cable and adapter, however the problem still occurs even through a straight HDMI connection.

Specs:
MB: MSI 970A-G46
RAM: 2x4GB DDR3
CPU: AMD FX-8320 @3.5
GPU: GTX 660 Ti
PS: Corsair CX600M
OS: Win7 Home Premium x64

sounds like a problem with the tv/monitor to be honest, i doubt the graphic card would cause this. I have had a similar problem with a tv, and it happened at 1080p with either pc or PS3 connected at 1080p. What you can try is change the refresh rate at 1080p, try 50hz instead of 60hz.

I've tried to do this but I have no option anywhere to change refresh rates from either windows options or Nvidia control panel to anything but 59/60. Im assuming it's because of my T.V. is a LCD T.V. and not able to do so.

Worth saying that on my old rig I used my same T.V. @ 1080p with no problem, I was using a GT9600 at the time which completely baffles me.
