GTX960 it is IMO however if it is from US than go ahead and grap a R9 280X or a 7970 it is at least 13~ fps better u can find the vapor X for around 220 usd
and the XFX Double D he he (DD) for 199USD ( i would go for the vapor-X tri-X) if u want absolute quietness
also the R9 290 is around 255ISH usd give or take 5USD
The 670 AMP! uses 680 components, so it's a bit of a hybrid between a 670 with 680 capability, that's why it overclocks so high, and that's also why it's a little faster than a reference 680 in the benchmarks.
However; depending on the price, you can probably find a 960 that will perform just as well. I'd scratch the 760 off that list, no reason to consider it.
It would also be worth stretching your dollar and getting the 970 above them all. It's a significant boost above all three Nvidia cards.

so from what u wrote above you're saying that u cant OC the GTX960? to beat the 760/970
imo i would go with the GTX960 simply coz Direct X 12 and 12.1 are support instead of just DX12
is a newer cards/super efficient and the one made by EVGA has 133% power limit ( im pretty sure u can hit 1400MHZ with that)
However there is a better option which is the R9 280X OR the 7970 the can be found for around 210USD give or take 10usd
Overall the GTX960 will perfrom a bit better than the 670 not by much however it has support for DX12.1 it runs super quite
consumes less energy and the card shuts down the fans when bellow 60C
