Are any of the two short black PCIe slots occupied?
Take the card out and make sure there are no objects in the x16 slot. Use an ordinary eraser to rub across the gold connectors of the graphics card.
Make sure it's clean and then insert the card. Check if it's still at x8.
Your Intel motherboard has a PCI e 2.0 x16 slot. The BLUE slot is the x16 slot. If the card is in that slot then it's okay. Do you have any sound card or any other card in the two other PCI e slots?
May be GPU Z is wrong. I don't know. But there should not be any difference when it comes to frame rates in games. Read the link here:

No cpu z and mobo bios all says x8
I am affraid it would affect card or mobo in long term use!!
