GTX 690 Locked At Idle Speeds

The Nvidia GTX 690 is a weird card... Clearly

See, When I play Overwatch (or any game) it locks at very low frames. So I load up all my tech stuff and see that its locked at idle speeds (324MHz) I really want to get this working because its worth alot to me in my setup.

could be temps, could be power issues, could be drivers, could be user error


so lets start at the basics
 


Okay so, I have an I5 2400 (3.1 Ghz) (Stock heatsync) A Corsair GS600 Power supply A WD Blue Hard drive (500Gb) An ASUS P8Z77‑V LX ATX Motherboard (I'm not sure if you need the LGA1155 Socket part so I'll add it in brackets) 2X 4Gb G.Skill Ripjaws V Series DDR3 Ram and An Antec Nine Hundred case (Looks good on the out side and then is a dissaster on the inside since there is nowhere to Cable manage) Temps are decent (30 Cel when not under load and rising 50-60 cel) I think but those temps could be wrong since the card is locked at idle speeds so "Full load" might not actually be "Full load" and windows 10
 


run ddu, clean out all old drivers

download and reinstall the newest drivers from the nvidia website



run a gpu benchmark like valley, extreme hd profile

post back your score and max temps
 


Even if I Downloaded DDU and uninstalled the drivers and got new ones should I do it again? (I got the drivers for the 690 2 days ago) I can run the benchmarks and give results.

motherboard bios and drivers up to date?
 

How do I check if my Bios and Mobo drivers are up to date? Do I go into the bios and check somewhere in the bios or is there something in the Windows files?
 


go into the bios, the version should be listed on screen

go to the manufacturer's website and install the newest drivers

the bios as well if its not up to date

It downloads as a .CAP file and I don't know what I need to open a .CAP file to access what is in the file, do I even need to open it? If so how would I? Is there something that I need to download in order to convert/ export the file?

I updated the Mobo but its still locked. (This is making me go insane AHHHHHHHHHH)
