So I'm looking to buy a graphics card and my budget is really low because i dont make money (I'm a teenager) and I was wondering would the gtx 750 ti be good for a beginner at gaming on a PC like me?

If you only intend to use this as a gaming PC, then yes. It fits a lot of budgets and will be small enough for a lot of smaller builds, thus making it a great choice for beginner builders that have small budgets.
I would say for a 1050ti as it's about the same price and wayyyyyyy more powerful.
To adjust this statement. The 1050ti isn't necessarily "wayyyyyyy more powerful", it is more powerful in regards to handling larger resolutions or more screens, but they would be a decent step up in actual raw power gains. So, to clarify, yes they are more powerful than the 750ti, but not drastically so. For the same price point, I agree that the 1050ti would be a better choice.
50FPS in a game like BF1 on a 750ti vs 80FPS on a 1050ti. So 30fps more is a lot, and thus, I stand by my wayyyyyyy more powerful statement, especially for the same price. 34fps vs 73fps in Doom, over double the FPS.
you can get the 750ti i have it in my build a good solid gpu. i am upgrading mine to the 1060. later down the line. some games like gta v the settings have to be configured a bit to get a decent fps rate. doe games like dishonored farcry 3 etc crank it up to max. doe also that it depend on your monitor refresh rate if it only is 60hz then your fps is only going to output 60fps as it only sucks the performance outta the gpu
