I have a dell optilex 9020 do I need this card or the half height one

You need half-height.

You need full-height.

Optiflex comes in different forms. If you have a sff type, you need the half height card.
If in doubt, buy the smaller card, it will work both ways.

Looks like you can use any standard height card.
But, how strong you can go will be determined by your psu.
Normally, a pre built has a psu of minimal power that will power only the initial configuration,
A GTX750ti that does not need aux 6 pin power will work. A 300w psu is sufficient.
Most GTX950 cards need aux power and will not work.
