[SOLVED] GTX 750 Ti only artifacting on Windows 7's Welcome screen

So, i bought a ASUS GTX 750 TI FML 2GB GDDR5 (no power pin, used condition) at first 2 weeks it was working fine, i installed 1 more HDD (i have 2 already), the HDD is not detected, so i remove it, then my PC seems to boot up slowly and 2 beeps heard at booting, BIOS working fine, until it boot up to Windows 7 (it looks like this https://ibb.co/jbD8DRD ) (occasionally BSOD, nvlddmkm.sys), i've tried changing drivers but to no avail, safe mode working fine also when the driver is not installed, the artifact only occurs after i installed the driver. I've tried to boot up to windows on the other HDD, no driver, the CPU usage is 90+, strangely the GPU doesn't heat up or zap when i touched it but the fan is spinning.
