That doesn't make any sense to me. I must be missing something, please elaborate.
You cannot compare clock speed between AMD and Nvidia since they use different gpu architecture. Also each gpu lineup uses different gpu chips so you cannot compare clock speed with a GTX 780 vs GTX 770.
To compare performance, you have to look up benchmarks in games. Of course the card with a higher number in the series is most likely the higher performing card.
