Which would you say is better?

The MSI GTX 760 Twin Frozr edition ($249.99 w/ rebate at frys)

(Asus GTX 660 Ti OC)

~$25 cheaper.

Not really planning on gaming at resolutions beyond 1080p (will in fact probably be running games at 1600x900 windowed).

Will be playing demanding/semi-demanding games (i.e. Crysis series, Bioshock Infinite, Skyrim w/ mods, Planetside 2), along with far less demanding titles (i.e. TF2, Portal, Transformers games, etc).

Gam3r01 is correct and you won't see much if any difference between the two at the resolutions you are using. But for $25 you might want to think about the future; are you planning a Major monitor upgrade in the next 2 years? Like to a 27 incher (24 won't make any diff. as they play at 1080p).
If not then get that 660Ti.
Use the $25 to go out to dinner!!

The 760 is a 670 with one SMX cluster disabled. You can actually see the GTX 760 from Gigabyte is actually just a 670 from them, of course with the changed chip. The PCB is still the 680 one. The 760 without a doubt, is faster. It has a 256 memory bus compared to the 660ti's 192.
