gtx 770 2gb farcry 4

Ok so i built a pc for a friend going on well over a year ago now, gtx 770 and i5-4670k nice ram, asrock fatality performance mobo etc, its a nice pc, and at the time i had similar setup with a gtx 680, thats why i got him a 770 as they were very close, anyway i went and rebuild his pc yesterday, added SSD and fresh install win 8.1 pro (he had 7) and just made the computer nice again (hardware and software). After many hours he finally had a nice pc again that was running a million times faster then before, But farcry 4 still seems to have that "fps dip" every 10 seconds or so... Which i assumed was patched because my 970 does not do this anymore, runs silky smooth, and this is only next years card.. excact same tier.... so i asking what could this be? Honestly the different in playing farcry on my machine and his machine are WAY different, to the point he's feels unplayable, he gets 35-60 fps with medium - high settings. Dips are horrible. What could this be?

Yes all temps are good, mobo and everything has been updated, newest nvidia drivers, Putting NVIDIA control panel to "Prefer maximum performance" and " GPU max pre rendered frames to 3 ) helped a lil bit, but as i said i havent had to do anything with my 970, and it runs 80-120fps on high and feels as smooth as counter strike 400fps 144hz....

I used to have to do this aswel, but i have new GPU and reinstalled farcry 4 and this is completely gone, the game feels normal now, so they patched it...

Oh and even after doing that fix, it still stuttered, just ALOT less, Now they have patched it, it feels completely different, smooth as. So i do not understand why a 770 would be struggling with this game when a 970 dosen't, i understand 970 is more powerful but this is not the issue, a 770 should be able to play any game, tweaking in game settings dosen't help

i only have a r9 270x and i5 4460 and i play farcry 4 on ultra preset 1080p and i'm not getting those stutters. i get 40-60 fps depending on the map.

i'm also using windows 8.1 and latest amd drivers

maybe it is hardware related. kindly post your whole system specification.

i5 4670k, asrock fatality h87 performer mobo, the 770 is only like a year old, he has a nice corsair psu 750w 80+, i guess it could be ram? i have not got much experience with ram failing and the problems that would bring in games.

oh and he has brand new SSD a really nice one, all components are good, it is very confusing
