GTX 770 messed up CS:GO?

I just got a GTX 770 this month and noticed CS:GO was locked at 60 fps at all settings. I've tweaked some settings in the Control Panel and in game and I now get around 100 according to net_graph 1. But it's pretty laggy and unstable. What setting do I need to change?

If you have a monitor with 100+ refresh rate you can certainly see the diff between 60fps and 100 fps.

Do you play Counter-Strike? Because you need really good and stable fps to be good. Most people get around 200 fps, and getting somewhere around 60-100 isn't that good. And considering my older rig ran it better it shouldn't be an issue.
