I'm building a computer within the next month. I've purchased some of the parts already and will be doing so for the next two weeks. I'm kind of impatient when it comes to my first build. I'm really considering on just running off On-board graphics to just "get by" and download all my programs and games so everything is ready for my graphics card. I have the Gigabyte G1 Gaming GTX 970 preordered from Amazon. They have no information on when they'll get more in-stock. My question is should I just wait it out for the next shipment or cheap-out and just get the 770?

Wait for the 970. Sign up for email alerts on Newegg (need an account, sometimes they work, sometimes they don't) and hope you get one soon from Amazon or Newegg gets some stock soon.

Okay. Should I be able to run off On-board graphics to get everything setup program-wise, such as steam, without any problem installing my gpu later?

You should be fine with integrated graphics until your 970 arrives. You won't be able to game, obviously, but you shouldn't have a problem with just setting things up and doing light tasks.

Also, I would recommend you go with Windows 8 rather than Windows 7 if you game a lot. Windows 8 is better with a lot of games. Take a look at this benchmark. Note that this is before it became even more optimized, and gains in games like BF4 can be quite large.

Windows 7 is fine, but I've seen many posts about people having issues with frames, only to upgrade to Windows 8 and have stuff run smoother. Whether or not you will experience such an issue is unknown.

Just wait for the GTX970, you will kick yourself if you go with a 770. My co-worker ordered from Amazon, the same card you did. They gave a 2 week backorder, but showed up in less than a week. Run onboard and setup everything. The 970s have HUGE benefits over 770.

Yeah I'm really considering it. I'm just really use to Windows 7 😛 Thank you though.

^ Windows 10 was just released as a technical preview. So we should see this come live later 2015. It is a being advertised as a blend of the best of windows 7 and 8. It will have the start menu again with all the good of windows 8. I plan to run Windows 7 until that time. If you are buying an OC it might be smart to get windows 8.1 and download an after market app that adds the START menu. It gives you that windows 7 type experience and I know a lot of people who use it just for that. There may be a cheaper upgrade path to Windows 10 if you already own 8.

This is exactly why I started considering Windows 8.1. I heard about the Start Menu program for it, too. I think I'll just go with Windows 8.1 but make sure I get that Start Menu right away. This will primarily be a gaming build so the FPS boost with games I own would be nice but a majority of my Steam friends tel me to not even look at Windows 8.

Windows 8.1 is perfectly fine, and is better for gaming. It takes some getting used to, but a start menu application can help. With Windows 10 coming next year, Windows 8 is your best option right now. Microsoft will probably offer some sort of deal to upgrade. It may be for everyone or it may be just for those running Windows 8, but we can't know that right now.
