GTX 770 random stuttering (FPS drops, freezing) in GTA V

I've been looking for a solution for almost a month now. My GTA V randomly micro-freezes (once in a couple of minutes) for half a second. It's like a massive instantaneous FPS drop for half a second. At this moment GPU load spikes to 0% and then goes back to normal. Update: GPU Power also spikes a bit from ~70% to ~60%. The power and usage are the only two values that do this simultaneously.

Tried most of the proposed fixes:

Lowering or increasing graphic settings
Tweaking nVidia Control Panel
Overclocking / underclocking GPU, CPU, RAM
Disabling / enabling CPU power-saving features
Disabling nVidia Streaming Service
Setting game priority to High, launcher to Low
Switching mouse input to DirectInput
Increasing pagefile
Reinstalling OS
Reinstalling game
Reinstalling drivers

My specs:
Intel i5-3570k 4800 MHz
Gigabyte GTX 770 4 Gb OC 1293/7500
8 Gb DDR3-1866 CL11
Corsair TX650W

Temperatures in-game:
GPU ~60-70C
CPU ~60-70C

What is causing this and how can I fix it? I assume this isn't game optimization since there are people who don't have stuttering at all.

My theories:
■ PSU can no longer reliably supply the power being drawn (it's ~3 years old) and sometimes 12V line spikes down
■ GPU vBIOS is making it throttle itself at temps around 70C for some reason, might need an update
 


No updates as of yet. I'm hopeless.

Yes, this currently happens only when I play gta 5. Even when I run something like Kombustor or Furmark that burns my GPU to 100%+ usage it never stutters. Latest drivers (gta 5 ready).




About 2.8-3 GB VRAM used.
Yes, I've tried running on stock clocks.
