GTX 770 won't run past 540MHZ.

I have a MSI GTX 770 and when running any games it doesn't clock past 540MHZ. I've been using MSI afterburner to check it and all the latest drivers are installed. My only guess is that I need a new psu.

corsair h60
gigabyte 990fx
MSI n770
8gb 1600 Ram
500w psu

Exact model of PSU?

Have you tried reinstalling your drivers?

after reinstalling drivers it now clocks up to 1188MHZ. Thanks for the help!
psu is corsiar cx500 btw
