Did you buy this prebuilt, or build it yourself?
First thing to do is uninstall all drivers using Display Driver Uninstaller. After that, download the latest beta driver from here and install it :

If you are still having low fps, check your cpu and gpu temps just in case they might be too high.
Does your fps go up if you put the game on lowest settings?
+1 to this, all good advice- drivers are usually the culprit for poor performance.
Also if this was a custom build make sure that the motherboard chipset drivers are up to date (as windows has a habit of installing old drivers). Another thing to consider is what happens for you to get these frame rate drops? I'm guessing you're playing multiplayer- this is *much* harder on your system than single player (all the benchmarks are usually done with single player as you can't repeat what's going on with multi player).
Internet bandwidth can also be a problem, what's you're internet connection speed?
What screen resolution are you gaming at? Most benchmarks are run at 1080p or possibly 1600p, however if you're using multi screens or a 4k display you will get much lower results.
What might be an idea is to install a standard benchmark and then you can compare to other systems, a good on would be the free version of 3D Mark Firestrike demo. That will show you a comparison graph against other simlar systems and is a good way to throw up problems.
Finally thing, you can also get problems if you're game isn't fully up to date. It's worth checking either through the game or on the website if any patches are available.
