GTX 780 fan trouble

My GTX 780 keeps having fan spikes, in which it will be running at a decent temp.( ~50 C ) and it will ramp the fan speed up to 100%. I tried using MSI afterburner to try and monitor and control the fan speed but with no luck. i tried swapping bios that didn't work either. And yes before you ask the driver's are up to date..

edit: i unplugged and re-plugged the fan header as well. i also cleaned out the dust, even though there wasn't much( I keep a clean home! ).
