Gtx 780 FTW EVGA not using 99%

I noticed that when I play Battlefield 4, my new gpu, gtx 780 ftw, wouldn't be using 99% but it would rather fluctuate. I would sometimes get 99% then it would suddenly be using lower percentage. My cpu is 3570K @ 4.5 ghz. Is this normal or do I have a problem? Also the game would stutter.

Battlefield 4 Won't be having your GPU at 99% ysage at all times, like you said it fluctuates, according to the image detail.
