GTX 780 GPU usage at 75-80%, is it normal?

Hi, i was playing BF4 and Bioshock Infinite while monitoring my GPU with MSI Afterburner, and i noticed that the GPU usage was only 75-80%, is it normal? I mean, a game should use at least 90% of the GPU right? I saw various benchmarks on YouTube and all of them the GPU runned at 99%

The only think i know is that isn't a bottleneck, because i'm running on an i7 4770K (not overclocked)
