Gtx 780 memoryclock

MSI after burn says my memory clock is 3005 MHz but nvida says the 780s is 6008 effective what's wrong and I'm running PCI express 2.0 help

It is downclocked because it is on idle (to save power) and you are not using any high intense games and graphic applications.
