So I am thinking of upgrading my GPU and narrowed it down to amd 290x vs gtx780 OC... Which one would produce higher frame rates at 1440p? I would probably not OC 290x because I hear it's loud as it is w/o any OC.
More sensible option would be to wait for aftermarket 290/X, get that, then overclock it. If you can't wait that long just get the 780, you'll regret the 290/X when you go deaf.

even with a nasty cooler and throttling issue 290x is faster than titan..
so, wait for board partners..
With a right cooler, this card is very overclockable..
An overclocked 780 is faster than a 290X, even more so an overclocked 780ti , have a look at the benches here in this review , note that all the cards are overclocked and the 780 not the 780ti, is at the top, the benches are at approx 8.10
Plopp an accelero cooler on a 290/x and see the temps fall 😀 still better price/performance than 780! But if you don't thin you can change the cooler, then 780 with custom cooler!!! would be silenter and has more OC potential (up to you what you do with it)
From what I read the R9-290X 's performance sweat-spot was at 95 degrees. If a new cooler drops the temperature back to below 80 for example, is the performance going suffer? It would have been relatively easy to release the card with a larger more effective fan. But they didn't, instead they release a card that is on the brink of self destruction. The promise of after-market coolers may not be that great.

Dc2 should do better than stock at least, but I think only WC is a real solution for the 290x, 290 works better with air coolers than it

I read that article as well. The normal situation would react as you described. Cool the system until its stable, and then evaluate it for additional overclock. But I still wonder why they released the card that way.
