GTX 780 TI stutters

I have a screenshot on the gpu usage when i was playing forza horizon 3.
And the game stutters alot at random times on other games not as much.

This is very annoying please help!

See if forcing constant voltage and disabling ULPS through afterburner doesn't help. If you have Vsync enabled, turn it off, at least for now. Your clock speeds are fluctuating like crazy.

Ok so i have tried constant voltage and Vsync off., but i could not click to disable the ULPS.
With just constant voltage and Vsync off the stutter was a bit less but not by much.

What is the rest of your PC?

If the components are adequate for Horizon 3, the blame lies with Microsoft.
