I know that a r9 290 performs better in most games with dx12 (and that newer games will be made with dx12) but i cant find any RECENT videos on the temps for the cards. im getting a 650w 80+ gold psu.

Well, is the r9 290 equipped with the stock cooler, or an after market one?
One of my friends has the 290, and his temps don't really get above 70-75 under full load, and that's with the tri-x cooler on.
I don't quite know about the 780, but personally I'd probably take that one.

Stock

is there a reason you are looking into older cards? Those cards are (in most cases) weaker than new cards of the same price and will be less optimized, and there is always risk associated with buying used components. A new rx480 would be a better choice for the same price

Its roughly the same as a 780 but i decided to go with the 1060. i did not realize that the 1060 windforce 3gb was 209.

I went from a gtx 660 twin forzr iii to a gtx 1060 6gb and its the best upgrade ever. My new pc is good better also. Should have saved up for the 6gb because I heard the 3gb is a little worse then the 6gb version.

lol no

1060 > 980 > 970 >= 780 ti > 780

a 1060 is a LOT better then a 780
